David first met Sheriff Conway when he was running for his second re-election in 2004. David shared about the ministry he started to help people who’d been incarcerated, and Sheriff Conway shared his desire to lower the high recidivism rate at the Gwinnett County Jail, sometimes referred to as a “revolving door.”

Sheriff Conway later partnered with the United Way and worked with the Gwinnett County Board of Commissioners to obtain the funds necessary to create the Gwinnett Re-entry Intervention Program (GRIP), which has reduced jail recidivism by pairing individuals exiting incarceration with community resources to assist them in becoming self-sufficient.
